Who needs a NOC for GST registration?

Anyone registering for GST from a place they neither own nor rent under an agreement: a parent's house, a spouse's flat, a relative's or friend's shop. The GST application (form REG-01) asks for proof of the principal place of business. For premises that are not your own and not rented, that proof is a consent letter from the owner, along with the owner's identity proof and one ownership document.

What to upload

Own premises: one ownership document, such as the latest property tax receipt, municipal khata or electricity bill. Rented: the rent or lease agreement and one ownership document of the landlord (plus the landlord's identity proof if the agreement is not registered). Owner's consent (spouse, relative, friend): this consent letter on plain paper, the owner's identity proof and one ownership document. Shared premises follow the same rules. Each file must be a PDF or JPEG of at most 1 MB.

NOC or rent agreement?

If you pay rent under a written agreement, upload the agreement. You can make one here. If the owner lets you use the place without rent, a consent letter is what the officer expects. No stamp paper or notary is needed for the consent letter unless the officer specifically asks for it.

Why applications get queried or rejected

Most queries on GST registrations are about proof of the place of business. The usual causes are a letter that is not signed by the owner, an ownership document in a different person's name than the one who signed, a missing owner identity proof, an address that does not match the application or the electricity bill (check the PIN), and blurry or oversized scans. Since April 2025 officers are told not to ask for documents beyond the REG-01 list without a senior officer's approval.
